GFCI type breakers are sometimes installed in a breaker box, A GFCI outlet NOT NORMALLY installed at a breaker box.
I guess it’s possible if somebody just screwed a GFCI receptacle to the side of a service panel for a utility purpose to plug in a light or tools when servicing the panel. It’s not something I see on a “normal” basis.
