Punch Down

How do I fix the static on my home phone during or following rain?
A few months ago we switched to Comcast Digital Voice. Since then, whenever it rains there is unbearable static on every jack in the house. I checked the main line coming from the digital phone modem and it is fine. I thought maybe the phone lines in the box that they reconnected downstairs may not have been punched down correctly. So, I got someone to use their punch down tool and try to fix them. The next rain…we’re back where we started with unbelievable static. I wanted to get Comcast to come, but I can’t schedule them to come only when it is raining. Please help!!
I should say that our phone line worked perfectly before Comcast came out. How could they have introduced moisture into the system? Where could it be coming from? I’m stumped.
The phone line works perfectly also (even in the rain) when I plug a phone directly into the phone jack on the back of the phone modem.
I had the exact same problem like you! I had called bell 4 times, and the worked on the lines, and after rewiring and all kinds of stuff, like new phones, no lines..nothing ever worked right….every-time it rained I had static in the lines…I finally gave up and got VoIP…and never had another problem…
f that is the case and echo only occurs when it has public ip sounds like your ISP is playing games with your connection. Since it has a public address they can be filtering by mac address and giving you a lower quality connection based on Mac. I
If you want to try an experiment setup with public address again but this time clone the mac of the router you are using. If they are filtering by mac address this should be enough to trick there system. If after cloning you have no problems you know its your ISP
